1. Call to Order: |
The meeting was called to order by President Chuck Pritchard at 12:32 PM. Introductions were made. The following Council members were present: Chuck Pritchard, Upper Salinas-Las Tablas RCD, Kathie Matsuyama, Coastal San Luis RCD; Mary Ann Vasconcellos, CAFF; Kevin Peterson, Cachuma RCD; Vasiliki Vassill, RCD of Santa Cruz County, Amy Breschini, San Luis Obispo County. Others present: Royce Larson, UCCE; Shayna Bailey, USLT RCD Project Manager, and Jeff Rodriguez, RC&D Project Coordinator. |

3. Treasurer's Report: |
Treasurer Matsuyama submitted the following report: bills for $240 to Shawn Meara Bookkeeping Service, $56.25 to eVision Designs, $45 to Network Solutions for domain address registration; $200 to the Pac Rim RC&D Association annual dues; $440 to Deb Garrison, grant payment; $265 to Mary Ann Vasconcellos for the Pac Rim Conference registration; 2 grant deposits totaling $37,764.17. The checking account balance is $56,139.96. |
4. The minutes of May 26, 2010 were reviewed. No additions or corrections were noted. |
5. Correspondence:

Letters were read from the council written to San Luis Obispo County requesting the county appoint an official representative; from USDA Rural Development indicating we were not funded for the RBEG biomass grant application; an email from our CPA indicating he will charge $1200 for our financial evaluation this year; and from Network Solutions renewing our domain name. |
| Since there was no quorum of the full council, an executive council meeting was called to order at 12:47 PM with a quorum present. |
| Chuck moved to approve the minutes, Kathie seconded, motion passed unanimously. |
Old Business |
6. 2011-2010 Area Plan Update - Rodriguez led a discussion and review of the draft area plan. The council discussed and commented on each goal, objective and strategy. Additions: fall 2011 workshop for rangeland managers regarding drought and residue management; include mobile irrigation lab for SLO County RCD’s, Cachuma RCD indicated they could service more SLO County farms. Final comments to the office by September 13th. Kathie moved to approve the updated Area Plan; Mary Ann seconded; motion passed unanimously. |
7. Kevin Peterson reviewed the risk management training program grant report for the third period. The $97,000 proposal is about 98% completed. One of the grant products will be a risk management calendar to guide strawberry production activities. |
| 8. Close out of 2009 NRCS Cooperative Agreement: $2498.60 remaining on agreement. Project expenses this period: Ag Tourism Workshop ($150), Council Bookkeeping ($240), Web Site Maintenance (56.25), USLT RCD Outreach Project ($1100) Shayna reported on the progress, Pac Rim Conference Registration ($265), Outside Financial Review ($687.35). Kathie motioned to approve these expenses, Royce seconded, motion passed unanimously. |
| 9. Vasconcellos reported that the Big Sur Land Trust in Monterey County is working on a grant to fund the MHU and a cut and wrap facility. We do know that Bill and Barbara Spencer have taken over the co-op loan to keep the project moving forward. Hearst Ranch purchased Paso Meats and they plan on working with local ranchers. |

| 10. During the item 8 discussion, Mary Ann reported on the upcoming Ag Tourism workshop co-sponsored by UCCE and RC&D scheduled for September 22 at the Camatta Ranch. |
| 11. New Project Requests: Kathie presented a ($2430) funding request from the Coastal San Luis RCD to update their web site. The site was demonstrated and is designed for easy, no cost updating and will be interactive for their customers. A second request came in from Loma Prieta RCD to assist with writing a grant to Cal Recycle for hazardous and other waste cleanup on a ranch near Gilroy. A third request from UCCE was presented by Royce dealing with a potential Western SARE grant starting with an idea from George work to try to quantify what are the total cost of regulations on a ranch and could a rancher stay in business if they complied with everything. UC Berkley researchers are interested in assisting. The request is for our Council to support and partner with UCCE. Vasiliki requested a new laminated Pajaro River Watershed Map, training for RCD staff for irrigation and nutrient management, and capacity development for staff to manage fuel load reduction program. |
12. The external financial review was covered earlier under item 8. The total cost for the review will be $1200 and will take place sometime in November after the end of the fiscal year. |
13. Announcements: There will be a CA RC&D meeting October 20-22 in Eureka. We need a volunteer to attend. Chuck may be interested. The next RC&D meeting will be our Annual Meeting and will be October 27 in King City. |
