ANNUAL MEETING MINUTES
October 29, 2008 at Rabobank in King City, California

1. Call to Order: |
The meeting was called to order by Council President Chuck Pritchard at 1:10 PM. Introductions were made. The following sponsors were present: Adriana Morales, Cachuma RCD; Kathie Matsuyama, Coastal San Luis RCD; Chuck Pritchard, Upper Salinas/Las Tablas RCD; Mary Ann Vasconcellos, CAFF; Patty Marfia, Loma Prieta RCD; Chris Lopez, County of Monterey; Debra Garrison, County of San Luis Obispo; Jeane Errea, RCD of Monterey County; Kathryn Tobisch, RCD of Santa Cruz County: Others present: Jeff Rodriguez, RC&D Project Coordinator; Paul Robbins, RCD of Monterey County; Danny Marquis, NRCS; Claire Wineman, Cachuma RCD. |
2. Additions to the Agenda: |
National Association of Conservation District Dues, Approval of 2009 RC&D Council Budget. |
3. Treasurer's Report: |
Treasurer Matsuyama submitted the following report: the two checking accounts have been consolidated into one with a balance of $8,931.23. Bills for $12,105 to Garrison Consulting RBEG Grant, $45 to eVision Designs, $644.68 to Adriana Morales, Pac Rim Conference, Shawn Meara Bookkeeping Services, $210, CA Secretary of State Statement of Information, $20. Total bills of $13,024.68 were presented for payment. Vasconcellos moved to approve treasurer's report and pay bills, seconded by Marfia, motion passed unanimously. The NACD bill was presented and discussed. There was no specific amount requested and the Council decided not to pay this bill. |
4. 2009 RC&D Council Budget: |
The budget was reviewed and discussed. Vasconcellos moved to approve the 2009 budget, seconded by Morales, motion passed unanimously. |
5. A review of the Executive Committee Action of August 20, 2008 was provided to the Council. |
6. Correspondence: |
Rodriguez read a letter from the National Immigrant Farming Initiative regarding our grant application titled "Market Development for Spanish-Speaking Farmers in the Santa Maria Valley". They did not fund our request. Pritchard read a letter from NRCS Davis State Office transmitting our cooperative agreement for $7500 to implement the Council Area Plan. |
Old Business |
7. Adriana Morales reported on the Farmer Outreach Grant with the Risk Management Agency that was turned down for funding. Rodriguez reported he will work with Cachuma RCD to re-submit proposal to the Cooperative State Research, Education, and Extension Service under their "Outreach and Assistance for Socially Disadvantage Farmers and Ranchers" program. |
8. Debra Garrison, CEO of Coast Grown Cooperative, reported on the accomplishments and outcomes of the RBEG grant to form the Coast Grown Cooperative and complete the Mobile Harvest Unit. The $88,000 grant helped pay for a producer survey, cooperative feasibility report, mobile unit feasibility report, business plan, seat a board of directors, articles of incorporation, by-laws, develop quality standards, ranch facility requirements, hazard analysis plan, standard sanitation operation plan, all mobile unit permits and guidelines in place, MHU modifications, website, logo and brochures, new member application packet, hired a CEO. Five ranches have signed up for being inspected sites. This is the first Mobile Harvest Unit in California. Debra explained how the direct marketing cooperative will operate and market the goods. |
9. Rodriguez gave an update on the Clearwater Nursery Conservation Innovation Grant project to install Aqua Thermat in the greenhouse environment to save water, energy and reduce nutrient rich water runoff. The materials are installed and operating and all that remains is gathering the data to evaluate project success. |
10. Chuck explained the recent re-submittal of the Liberty High School grant application to the Stewardship Council. This project will fund an outdoor education project directed towards at risk students who need an alternative learning experience involving natural resources. |
11. Adriana gave a report on the Pac Rim Association of RC&D Councils Conference in Portland. Topics included sustainable energy production, carbon sequestration, Area Plan Training, and Success Stories. It was decided that there will not be a fall Pac Rim meeting in 2009 because of the National Meeting in June in New Mexico. Those meetings will be combined. |
12. Kathie Matsuyama submitted an award nomination to CARC&DC for Outstanding Supporting Organization, Dunes Center. The award winner will be announced at the Riverside CARC&DC meeting in November. |
New Business |
13. Kathie Matsuyama nominated Chuck Pritchard for the office of Council President for a 2 year term. Seconded by Morales, motion passed unanimously. |
14. Rodriguez presented the 2009 Annual Plan of Work for review and approval. Each proposed project was discussed. Vasconcellos moved to approve the Work Plan. Morales seconded, motion passed unanimously. The Plan will be forwarded to Ed Burton, NRCS State Conservationist, for review and signature. |
15. 2009 Funding Requests: Mary Ann presented a proposal of the See Canyon Watershed Committee to fund work items of the See Canyon Watershed Management Plan. $4,550 is requested. Kathie Matsuyama presented an updated Coastal San Luis RCD Brochure. $11,767 is requested for production and printing. Kathie also presented a Dunes Center request for $5,000 for their Sand Bandits Science Education Program. No action was taken at this time. |
16. Chuck and Kathie indicated they would be attending the CARC&DC/CARCD Conference in Riverside, November 18-22. |
17. The following RC&D Council 2009 meeting dates were proposed: February 11, May 20, August 19, and October 28. |
